In accordance with the Environmental Planning and Assessment Act 1979 and/or City of Newcastle's (CN) Community Participation Plan the below proposed development applications fall into one or more of the following categories and therefore are notified for community awareness.

  • Designated development;
  • Nominated integrated development;
  • Threatened species development;
  • Class 1 aquaculture development;
  • Potentially hazardous or potentially offensive development; or
  • Demolition in Heritage Conservation Area.

Proposed Leases

Proposed Lease to Atwea College 48 Mordue Parade Jesmond NSW 

City of Newcastle is inviting comments on a proposed lease of Lot 2 DP 225805 & Lot 1 DP1082079 (48 Mordue Parade, Jesmond NSW 2299) to an operator trading as Atwea College for the purpose of providing education services for a term of 5 Years.  

The grant of the lease is subject to Division 2 of Part 2 of Chapter 6 of the Local Government Act 1993.

Proposed Lease to TfNSW at 3A Hunter Street Stockton NSW 2295

City of Newcastle is inviting comments on a proposed lease of part of Lot 1 DP566199 (3A Hunter Street Stockton NSW 2295), in accordance with s47 & S47A of the Local Government Act 1993. 

The lessee is Transport for NSW for the purpose of providing a small office space for ferry staff, with a proposed lease term of 5 years. 

City of Newcastle is committed to supporting the continued and reliable operation of ferry services from Stockton to Newcastle. 

Relocation of the current ferry office space is required to proceed with the upcoming demolition of the western building at Queens Wharf.

The preferred location for the ferry office is on the Stockton Foreshore in Griffith Park (south of the car park). It will be located close to the ferry terminal and other transport infrastructure.

Strategic Planning Notices

Newcastle Development Control Plan 2023

Council at its meeting of 25 February 2025 resolved to amend the Newcastle Local Environmental Plan (NLEP) 2012 to create the Cameron's Hill heritage conservation area and to amend the Newcastle Development Control Plan 2023 (DCP 2023) – Section E2 Heritage conservation areas and Section E8 Renewal corridors (Sub-section 2.0 -  Broadmeadow renewal corridor). The DCP 2023 amendment (No. 01) will come into effect on the business day following the date the NLEP 2012 amendment is made.
